well i was working on the premise that on guard meant on guard rather than "he only has 3 shotgun shells"

I see no one has come forward to say they have been doused by the Arsonist, the Jailor may have interrogated but was too gutless to lose a kill if he did for fear of losing a kill. In saying that perhaps the Arsonist has been inactive as has the Jailor??
