Pray who will that effect, the Allams. Not one jot. The team most certainly. The fans most certainly. As long as the PL continue to pay City the tv money the Allams couldn't care less whether the stadium is empty or full. The saying cutting ones nose off to spite your face comes to mind.

If they cared, they'd do something about it, they could re-open the West Upper and offer everyone their passes back, but they won't even do that.

Exactly, which is why making money last season mattered. This season they've earned a fair amount from the TV rights. Making or losing 3m from attendances means very little.
How much does it cost to re-open the Upper West? How many would simply move from the corners back into the Upper West resulting in little or no extra revenue? Would re-opening the Upper West entice those like National Tiger and Sunn40 back? They care but they haven't got a clue why Hull City is a broken club and they are not respected for taking us to an FA Cup final, getting promotion to the Premier League twice and all with their own money. Yes I know its only lent but they still spent it, something very few local businessmen have done. It would take more than re-opening the Upper West to put our club back together.
The Allams paid £1 for Hull City and lent us over £70 million. Because of the losses last season they have to buy £3m worth of shares out of their own money. That's why they care. If they don't sell the club that will be money they are unlikely to get back.
The West Upper's already open, it's just half empty, the costs of opening it all would be **** all compared to the revenue it could generate. A great many of those in the West Upper walked away when they lost their seats, it was by far the biggest loss resulting from the changes to the layout and the introduction of the membership scheme. Opening it obviously would get Nash or Sunn back, they didn't sit in the West Upper and it's not the reason they've walked away. The reason for not re-opening the West Upper is stubborn stupidity, they put that ahead of generating extra revenue, just because they're twats.
As gate receipts are probably less than 5% of the club's income, it wouldn't do them any harm in re-introducing concessions, re-opening the West Stand & rehoming the displaced. Income could actually increase as a result of the potential increased attendances, concourse sales & merchandise sales.
