I think the reason the west of most British towns are posher than the east is the fact that in the Industrial Revolution most stinky factories were built in the east so that the prevailing wind would take all the nasty fumes away from the towns and cities, rather than into them.
Opposite in Sydney, East is where it's at, all the millionaire mansions are over that way, and the West is the more run down area.
North East of USA, South East of UK. With Hull it's because people don't have to travel around Hull to get to the rest of the country and east of Hull has the winds from the North Sea.
Do you remember when Hull Fish Meal & Oil Co. used to pump out there waste water - stinking of fish? You could smell it all over central/north hull, but not out west.
It's certainly true that's why many towns developed are as they are. The failing is that the south westerley's tend to be warmer, so can carry more, and at a relatively greater height, so it gets more diluted. The north easterly, being colder, can't carry as much or as high and dump it nearer the source. So the west tend to be at a greater health risk over all due to higher maximums.
