If we've only been able to keep the squad we have on the basis our parachute payments will increase next season, we must be losing money this year that they think they'll be able to get back next season. So budgeted losses are about half of the difference between the two figures?

The payments appear to be made as Ehab has said, if they increase and a club has an entitlement to them they get more. It is a percentage of the tv rights deal and not a fixed amount.
Erm, himself. I know it's not in his interest and if he did he'd be even more mental than we already suspect him to be, but he can do it and shut us down.
The new deal applies from the 2016/17 onwards, they might change the terms for clubs relegated ahead of the new deal coming in, but they didn't last time there was a new deal.
There does not appear to be a separate table of payments for clubs already receiving the payments, it reads to me like the increases and decreases are across the board.
Yeah but Allam's still putting money in when needed & so far his threats to walk away are related to selling up rather than trashing the place & imploding, when Duffen was chairman he didn't have 2 pennies to rub together until AA came along. Unless I've missed something along the way?
With better assets & a better chance than before though. Still it's one of those either or scenarios, ultimately we'd all like a sane Hull City supporting chairman, but realistically anyone who takes over will be in it for the money. Sometimes it's a case of be careful what you wish for, or better the devil you know. I can't really think of many if any clubs who's fans are happy with their chairman/owners.
