Always difficult for the refs. I remember watching that game, and CT should have blown before the corner was taken,and these were times before boards showing injury time and it was just down to the ref. These days it seems like a rugby union style finish more often than not.They can go on for ages. I would rather that than a time clock as in American sports.
Like Qwerty said, it's kind of become an unwritten rule to let the attack finish. After all, time added on is a MINIMUM of X amount of minutes. The referee decides when to blow up.
In some cases the ref is adding on time for incidents after the time board went up, but I do agree they tend not to blow up at crucial moments. Perhaps they think if you have been awarded a free kick or corner, you deserve the chance to take it.
Basically, like the British constitution - uncodified. Infact I think that should be added to the constitution.
The classic time they like to blow up is during a mid-air hoof halfway up the pitch, usually from a goalkick.

It's funny how football and both rugby codes are all completely different on this issue. Rugby League stops on the hooter, controlled by an off-field official. Rugby Union stops at the first dead-ball situation after the clock (controlled by the referee but in the hands of an off-field official) goes past full-time. Unless there is a penalty to the attacking side that is. Complicated but fair. Football stops when the referee says so, provided the minimum amount of time added on (controlled by the fourth official) has been played, usually when the ball is in play. Complicated and usually fair. Is there something in the laws of the game that says the ball must be in play when full-time is blown?

There's no such thing as "time up". It's when the referee feels the amount of time that was added on has been played. There's bound to be some stoppages in added time so playing extra time on top of the added time should be a regular thing.

Chilco, Rugby League doesn't 'stop' on the hooter. Once the hooter is sounded, then the ball must go 'dead' before the game ends. It is possible to score after the hooter.
