its not a bold statement - it is a comment that says there are lots of rumours of Vidal to Arsenal.
A Bold statement would say something like Vidal Will join Arsenal.
As you can see one is a comment and the other a statement.

As a lawyer you should know the difference between a comment about something that might happen (called speculation) and a statement of fact (prediction).
