As commented elsewher there are money concerns and negotiations, to me that normally what happens. Party A wants this and party B that so they have a talk and meet somewhere in the middle. This only becomes difficult when the expectations of one party are wildly different from the other, for example party A wants a straight salary when B wants to pay a smaller salary with a bonus for achievement.
