It is down to them being given the freedom to do what they want whilst the police and stewards clamp down on home fans, the opposite of what happens elsewhere.

The PL specifically told us they only have some vague guidelines and don't want to dictate to clubs. Ehab says spending it on your own fans is not compliant, and therefore every other club has broken the rules. That's the rules which don't exist.
