Learnt is acceptable as the past tense and past participle in British English. No need for "have" as the simple past is acceptable in a single verb sentence. You're welcome
You are right both are acceptable in a test say, but otherwise it is relative. I prefer one or the other depending on how it sounds in the sentence. "What we learnt", "what have we learned" but not "what have we learnt" tbh.
