For me I think about the umbrella of 'simulation'. Three types: 1) Creating a foul - when there is zero contact OR the attacker creates the contact purposefully. The player dives. Think that famous Gilardino dive for instance. 2) Exaggerating a non-foul - when there is some contact but the player reacts dishonestly by exaggerating the blow, rolling around etc to win the foul These two are both cheating and unacceptable. 3) Exaggerating a foul - when there is contact and it is a foul. The attacker purposefully takes the contact and makes sure the referee awards them the foul. This is a perhaps unfortunate but present part of the game. If a player is fouled they have the choice of continuing or taking the foul. Winning freekicks etc is a skill - maybe a 'dark art' of players like Suarez but it wins games. Defenders are well aware and often do the same thing to win freekicks under high balls and so on.

That's not good logic. Not all fouls are alike and not all fouls will lead to a player falling. If you applied that test to every foul in a game it wouldn't work. Was Allen touched? Yes. Should Dier have touched him? No.
