http://www.fifa.com/worldfootball/ranking/lastranking/gender=m/fullranking.html 1. Spain 2. Netherlands 3. Germany 4. England 5. Brazil 6. Italy 7. Portugal 8. Croatia 9. Mexico 10. Argentina
Everyone below us (with the possible exception of Croatia) would beat us comfortably. Uruguay deserve be fourth and they aren't even top 10.
England should probably be somewhere in the 12-15 range. As I understand it, the European countries get a boost now because they're playing competitive matches WC QF, and the South American countries aren't. But that still doesn't explain how England is ahead of Portugal. This system, as bad as it is, isn't as bad as the old one, which kept putting the US around #10. I guess it's worth having to argue about and laugh at, but the simpler thing is to say teams should be ranked based on how they did in their last big tournament. I know I'll think of Uruguay, for example, as #4 in the world until they've proven otherwise.
