Russia might not be directly involved with it, but if the rebels shot it down it is highly likely they did it with a missile supplied by the Russia (the Russian government). You might be right that Russians in general are less trigger happy than American's, but you cannot deny that Putin's government is pretty corrupt and Putin would do anything to increase Russia's political and military power,

The Ukraine armed forces have been almost exclusively supplied by Russia ever since it was given independence, and now that many Eastern Ukrainians, including members of the armed forces have declared their intentions to break away from the west, many of those weapons will have ended up in their possession.
