Who's shoulder??? it hits the goalkeeper (the goalie blocks it) but it spins in off him. No-one else touches it Just the same as if he had got his finger-tips to it and it had gone in of him then GOAL!!!
Kruhl's conduct during the Costa Rica shoot-out added to Robben's diving antics erased any sympathy I might have otherwise had for them; good riddance.
there is a pen where the keeper celebrates wildly only to have it go in exactly like that but without the 2nd touch and its a goal.
Even if it did go in, it still wouldn't of counted. The rule for a penalty shoot out states that once the ball comes backwards from the goal after hitting either the keeper or the post/upright, it is deemed 'dead' and any subsequent 'goal' would not count. This rule doesn't apply to penalties during normal play.
Sorry mate, that's wrong. I've seen many a penalty hit the post, hit the keeper, and go in (or vice versa) and they all count. The ball is still live until it goes out of play (in the goal or over the side / deadball line) or if someone other than the keeper touches it after the penalty taker has kicked the ball initially. There's no difference between normal time penalties and shootout penalties that I am aware of. Certainly FIFA rules do not state any difference in the rules regarding when a ball is dead - although they do say that UNLESS there's a specific rule, normal rules apply.

I'm only repeating what was said this morning on 'talksport' in the early hours of this morning, that the rules for a penalty shoot are different, and as I put in my first post. Of course they might be wrong, but they seemed pretty certIn to me. TBH, I don't really care either way
Talksport get a lot wrong, a couple of weeks ago someone else was using them as a reference and they were completely wrong on that too. They probably would complain if a normal penalty hit the post and the player tucked in the rebound and it was disallowed. You can see in that video the player cleverly pleads with the ref not to blow his whistle and then the ref signals goal.
I'd assume normal rules don't apply for penalty shootouts otherwise it would look like the charge of the light brigade as the whole team rushes forward for the follow up...
In normal play a goal can be scored from a rebound but can't in a shoot out. If the goalkeeper touches the ball but it then crosses the line without anyone else touching it, it is a goal. The same applies if the ball has hit the post or cross bar.
In normal panalties, the kicker cannot score from a rebound off the post/bar unless the keeper touches it.
But was that video showing a penalty during normal play or during a shootout ?? Maybe they are right and the laws are different.
