All EU countries, except maybe Greece, as first world. Despite Spain's economic situation and Portugal's for that matter they are first world countries due to their infrastructure in education, health, transport and benefit system. 3rd world has to be Latin America and African counties taking part in this WC. Brazil may well be a booming economy but there are many living there who are well below that of European nations.
Erm,putting my PC hat on, they aren't could 3rd world countries. They are countries in the "developing world" And not until they get better than the usual powerhouses of football. They have more important issues to deal with (thinking mainly Africa here) to spend their money on before they go and blow it all on football academies and coaches etc.
