It makes you wonder who they actually consulted. Did they speak to Scudamore for his opinion (surely that would have been a starting point)? Apparently no conference clubs were consulted either, and it sounds like the same applies to Football League clubs as well as some chairmen have come out against the proposals since. Maybe they just asked the Manchester clubs, Liverpool, Tottenham and Stoke and decided that was enough.
