Just to give a bit of real-world context to this story, I live about 1 minute away from where this photo is taken, and it's a notorious flood area next to the river. Given the strength of the rain (it has been heavy the last few days) and the fact that the tributaries can cause this part to flood quickly, he may well have been caught out. It's more likely he tried to go through the water and fell into the river (as he couldn't see through the silt) but I've seen this bit rise fast in a short space of time. BTW the photo was taken from the pub opposite (the Punter).
