Players like Hyypia and Rush are legends at the club, but what are they also? Managers. Those players love Liverpool and want us to do well. We should set up a network with our former players who are now mangers with their clubs and send our youth to those clubs. Chelsea have networks with Dutch teams where they buy their youth from then but also send them youth to develop. Both teams are happy with it as the Dutch teams get the money and Chelsea give time to youth players.
Who is Rush managing? Or are you referring to his short stint at Chester City? There are many many others that have tried too; Molby, Aldridge, Barnes, Nicol, Lawrenson, Whelan, Toshack, Keegan, etc. Bar Toshack and possibly Nicol (although in a lesser league), I wouldn't say any of them of made the grade.
