4chan is a website of hackers, unemployed, and teenage slackers. Basically launch attacks, members of Anonymous, and general **** stirrers. ****bear makes ****philic jokes, aimed at being humourous... A meme is a picture that represents something. Some are wquite funny, i look at a heap of them when bored
