    Another red herring in my opinion. Loads of City strikers get tarred with this 'always offside' reputation. Folan had bigger problems that made him **** after his first season.

    Cullen is the current undisputed "always offside" player IMO. Although he's now gone, so he was.

    I would hazard a couple of guesses...1) Jackie Sewell (Sheff Wednesday)...I think at one time he held the record for a transfer in England) or 2) Raich Carter (Sunderland ?), before he came eventually as player-manager.
    I'm probably way off the mark.

    I'd guess at Raich Carter, but it's nothing more than a guess based on how well he'd done before we signed him.

    Roy Shiner - Sheff Wed ? No can't be, he wasn't at his peak when he joined City (despite scoring 2 on his debut at B.P.), so 2 years earlier it would have been an insane bid ( a world record ?).

    His Christian name began with Co but that may confuse rather than help. In this he had some commonality with Carter. Also he had some commonality with Jimmy Bullard!

    Could it be Neil Franklin, real name Cornelius never used full name same as Horatio Carter and had to retire with knee ligament problems same as Jimmy Bullard.

    A quick wiki search and that is correct a £30,000 bid in 1949 Stoke rejected before he ****ed off to Columbia before the 1950 world cup, returning to England a few months later a slightly pissed off Stoke sold him to us for £22,500
