Winston Churchill for me too. Visited his former home - Chartwell, in Kent a few weeks ago, now run by the National Trust - well worth a visit. He was a truly remarkable man. EDIT: Also, like LFiH, when he held power the second time around

Sadly for such a effective administrator and a good politician James Callaghan is pretty much only remembered for the "Winter of Discontent" when he famously remarked that the Union strikes of 1978-79 were not a major cause for concern - reported in the Sun under the headline "Crisis? What Crisis" - a remark which destroyed any faith the electorate might still have had in the Labour party and, coupled with other things, eventually lead to a vote of no confidence being passed by the House of Commons against him. That said, Callaghan made not attempt to excuse his actions during the "Winter of Discontent", and said in a magazine interview in 1999 that he would not be surprised if he was to be remembered as the worse Prime Minister in 200 years and admitted that blame for Labour's failings in that time was his - which is admirable.
I think the warmongerer - Tony Blair (or Bliar as one clever journo named him) - has beaten him to that unwanted title.
