Perhaps those who live within the Portsmouth City Council boundary should contact their councillors and ask how they will vote if it reaches one within the chamber. A list of Yesses and Nos on here might help sway how some cast their votes at the next council elections.
Also you are about 30,000 times more likely to die in the next week than win the Euromillions (3,000 times more than the normal UK lottery). I keep pointing this out to Mrs Q when she buys tickets at work but she doesn't seem to get the message.

Surely you have a little clout on the council SB, I am assuming you work on the Garbage part of it and have a few dirty contacts that might take a brown envelope or two. I suppose the trouble there is, it would actually take more money in the envelope than it would to buy the ground.

Local authorities often make loans and even more often make "grants" to local businesses. You'd be surprised at some of the deals made by local authorities - including negative business rates to big fat companies they want in their areas.
They would be looking to get payments back direct from the parachute payments. They simply will get it back!
Any offer by the Council is potentially ultra vires unless ratified by members. Normally this would be taken after a green book appraisal study to determine the VfM potential. Acting reasonably and properly this would take more than two weeks......

The PCC were approached ages ago, I bet this has been under discussion for several weeks, possibly even a few months - it won't be something plucked out of the air. A whole load of local councillors were at the press conference - they all know what's going on.
Considering they were considering buying Fratton in the event of liquidation, I certainly reckon they will strongely consider this. PFC brings a lot of money to the city in pubs, restaurants and tourism etc.
Have PCC seen something in buying FP in a similar manor to how the Ricoh is owned by Coventry Council? Instead of investing money in the Northern Quarter, possibly look at redeveloping FP to hold community events and possibly gigs as they do at the Ricoh? Surely a gap in the market for large gigs (RHCP/Coldplay etc) on the south coast? other than the Rosebowl, the nearest "large" arenas are in London......possibly Brighton for a 5000 seater venue..... Obviously just spectulating - but £2.4 for that plot of land (should SG come to an agreement/liquidated) is a steal with potential.
