Actually SSN didn't say they hadn't been paid, they said they were paid late, as far as i remember...and they were, by a couple of days...allegedly
I do love the way that everyone is being careful about what they say, yet Frank Smith reported that cheques had bounced and there has been no comeback on that.
i don't remember cheques bouncing...i do know they expected to get paid on 28 May and the money wasn't in the bank til the 30th, with no explanation from the club, despite the fact they always get paid on 28th of the month...allegedly!

Cheques bouncing wouldn't have any footballing repercussions. Failing to pay players on time more than once could result in a transfer embargo. My understanding is that a WFC employee usually gets paid on the last Friday of the month (in this instance 25th May), but has not contractually been paid late unless they are out of pocket at close of business on the last day of the month (31st May). Being paid on the 30th would fall into the window of staff being annoyed about late payment, without the club having done anything contractually wrong.
The government claims that it is employing more tax inspectors than in 2010, yet recently decided to cut the top rate of tax primarily on the basis that more tax would be paid at a lower rate. There is a valid argument to lower the top rate, but that nonetheless sounds like an incompetent business.
