It's not that we shirked our responsibilities, but the politicians that changed the rules/provisions for short term political gain. And that is all political partys'. The politicians hope the voters won't notice changes being pushed through Parliament, and if people took as much notice as they do about their football teams maybe things wouldn't have deteriorated as much over the last 30/40 years, so people are as much to blame as the politicians.
