They arent but there is an agreement with the BoE to allow them to be accepted as legal tender. If the BoE void that agreement its not worth the paper its printed on.

Correct. English businesses/persons are under no obligation accept Scottish notes. If they do accept them the BofE will hounour the tendered value.
During the Volcano last year I was trying to make my way from Belfast to Guernsey via land and sea. I ended up getting a Ferry to Troon then up to Glasgow and eventually down to Weymouth. I walked into a chip shop in Weymouth and got myself a battered sausage, went to pay for the thing and pulled out of my pocket a £20 Northern Irish note, a £10 Scottish note, a £20 Guernsey note and a £50 Bank of England note - and of course the girl in the shop wouldn't take any of them. Cool story bro.
