The short answer is in order to publicly display the hypocritical FA's anti-racist credentials. The longer answer is- for using a term which in this country can be construed as being offensive regardless of whether or not offence is intended. Take note: the FA said their finding did not mean Suarez is a racist, Evra himself has said he does not believe Suarez is a racist, every reasonable, neutral observer has said the same- even some Utd fans on here. The only ones who propagate this wilful misinterpretation of the facts are: those with their own political agenda; those media hacks who stand to make money from it; and **** stirrers.
