Rather than a straight penalty, something more akin to a game situation.
1 on 1. Play starts 40 yards out, keeper on his line. Player dribbles towards goal. He can shoot from distance, try and round the keeper, draw the keeper out and chip him. Whatever he likes.
Keeper can stand his ground, come out to narrow the angle, sprint at the attacker to panic him.
A foul by the keeper results in a penalty. Ball goes dead, or keeper secures the ball end of attack.
I'm pretty sure the Yanks tried this when 'soccer' first crossed the pond, I seem to remember Georgie Best and Pele doing similar type challenges

Even more or a circus.
Bring back replays - very simple - THEN go to penalties if the replay can't split the 2 teams.

Oh, and while we're at it, do away with the 150 group games (or however many they play) each and go back to a straight draw out of the hat (no seedings) with games up to the final decided over 2 legs (home and away), and just for good measure make the "Elite" tournament of the Champions League just that, an Elite Competition for league winners.

maybe have 2nd and 2rd go into a UEFA cup type competition that runs the same way as above, oh and perhaps maybe a separate competition for cup winner to go into... something catchy like the UEFA cup winners cup sounds good....

Then the poor players will play less games overall - just thinking of their health and safety here... heaven forbid clubs would be putting profit ahead of their own, very valuable assets safety.. surely not :emoticon-0112-wonde

Reminds me of Ukraine during Euros. I was there a lot that year and hotel prices in those weeks were horrendous.....500 usd cf 70 that we were paying. Result? Empty hotels and return flights into Donetsk from Stansted.
