The easiest thing for the EFL to do that prevents Southampton going to the final is retroactively declaring the first leg as a 3-0 forfeit in favour of Boro so that the tie is 4-2 to Boro on aggregate. That prevents the legal nightmare of simply booting Southampton from the play-off final.

In short, the EFL declare Southampton lost the semi-final on aggregate.

That would explain the lack of announcing the kick off time. The legal nightmare being Southampton would appeal and the play off final Hull City vs Southampton or Middlesborough will take place some time before Christmas.
 
....OR.... if its truncated and there are scores of appeals.... both City and Southampton are promoted and the Prem has an extra team.
