Ye, neither Argentina or the UK officially declared war over the Falklands to avoid bringing other countries into it (Argentina didn't even think the UK would 'defend' the islands and Thatcher in her memoirs wrote there were many discussions as to whether they would bother or not, after her government had already removed full citizenship rights of Falkland islanders and had withdrawn HMS endurance).
