    I don't think it's that simple. The applicants would naturally want to talk to the SD, but they'd also want to speak to the owners and other Board members. Clement left Rangers because he didn't get support with transfers and he wouldn't want that situation again. The final decision would be Knapper's, but he'd have to make a case for it to the Board and that's the way it should be IMO.
