It depends, if they are flip-flopping from one manager to another and failing to agree terms with their chosen candidate, I’d agree. If this is just the Press desperately trying to make a chain of stories as they struggle to get detail from the seemingly not-quite-so-leaky Norwich board, while the Norwich management goes serenely through a rigorous and fair selection process before announcing terms with their choice, I’d say it is quite the contrary. In other words, I don’t think anyone can claim it’s anything with certainty - I do like the fact that the rumours make it clear nobody knows though.
The club must realise that they're not in the kind of position they were in the days when they had parachute payments and they were still seen as a yo-yo club. The club won't want to give the kind of suicidal four-year deal they gave to Manning (they've wasted enough money already on sacking Thorup, compensating Bristol and now sacking Manning), but the people the club want will realise they're the ones in a strong bargaining position. Not just in terms of salary and length of contract, but also how much say they will have in recruitment, for example. It's a mess of the club's own making. EDIT: Also, any manager is going to be very wary of a club that has sacked 5 coaches in 4 years.

Hardly a right old shambles just because the names aren’t out in the public, I believe the term is interview process. If anything they should be commended for keeping it quiet. Until we know who he has been turned down in favour of we can hardly judge the decision
