No because, regardless of intelligence, some people are just pricks . And the majority of people are selfish to some extent, so it wouldn't work. Although, in a hypotherical world where you could absolutely guarantee that people would vote for the best of the country and not in their own self-interest, then I supose the best thing would be to only allow the most intelligent / informed about a certain topic to vote on it.
The so called intelligent will look after themselves though, look at all the laws now ,implemented by so called intelligent people
