This is one of the most disingenuous myths pushed out at the moment. Most of the EU has been ignoring the dublin protocol since the Syrian exodus! Even if we were still in the EU there would not be some magic resurgence of interest in using the dublin protocol to place the handling of asylum seekers in different countries. That was the problem in the first place! The other side of the coin is the urban myth of "they have to apply in the first safe country they arrive in" which of course is completely untrue and always has been however this sudden emergence in the past couple of months pushing this "Dublin protocol" line completely ignores that the rest of the EU has been picking and choosing when to apply it, if at all, and at times completely suspending it! Reality is the EU and France are quite happy for everybody to head to the French Cost and be off their hands. Of course it will be wrapped up in nice words and humanity aspects but the reality is they don't care. They watch from the sidelines all these people walking through the continent to the French Cost. They know they are all risking their lives. They don't care a bean and then harp on about human rights and evil Brits and then stay sitting and watching it all happen with people rolling through their countries!
