Anyway they are saying about selling to a top league as their preference, rather than the Russian league being better

I think trying to point out that he’s a bit of a flat track bully who might not be the answer to Arsenal’s prayers I’m sure the average came out similar or lower for Portugal than the championship
This is the thing though based on the team ratings. Those two leagues have a small number of very good teams and then lots of terrible ones
I think the coefficients are based on club wealth, player values, etc. The English Championship highlights the depth of domestic football in the UK as compared to other top nations.

This doesn't really work when the selling club hasn't been actively looking to sell and isn't under financial pressure to do so. The player also isn't going to rock the boat which sets everything up perfectly for the selling club to just keep their options open for as long as possible (see Saints w/ Fernandes)
