That would blow up the whole of football as unless he has a specific buy out clause in his contract he cant do that. Otherwise why would a club pay any transfer fee, they would just add it to the players signing on fee so all players buy out their contracts. No more transfer fees
I cant see that happening as then players become worthless to clubs. Why would you spend £150M on a player when he can buy out his contract at any time. Even at £300k for 5 years the max buy out is £78M.

The only way to catch up is to take the PL to court for anti-competitive, win that and then PIF have the appetite to throw lots of money at it. Despite Diarra winning his individual case the overall rules are still the same at the moment but subject to change but not decided yet. Allowing players to do that would destroy the smaller clubs and make the top clubs even more powerful than now.
As I've mentioned previously his wages buyout is approximately £20m however he would be liable for the costs of a suitable replacement. As he's valued at over £120m his replacement value would be substantial. Then there are taxes and legal costs. This would cost him over £100m
