I don’t understand how that is the case. From what I understand, that only applies to clubs under a transfer embargo and have fewer than 23 players.

If we are stuck at paying £7k per week, then we aren't going to be signing players quickly. Agents will be thinking, they have a fall back option of £7k per week at City and will look to get better money elsewhere.
