Iran and it's various militias have been firing rockets constantly, just relatively few of them get through and actually hit Israel.

Israel has also claimed control of Iranian airspace.

4. Openly trying to topple another country’s leadership - check
5. Being backed by ultra nationalist fascists who see it as their God given right to take what they want - check
6. Harbouring expansionist aims to try and shape the region to your own political and strategic agenda - check
7. Showing zero regard for the civilian population and deliberately targeting children, medical workers etc - check
8. Attacking any county with impunity if the expansionist aims are secured. - check
