I think those stages are only skipped if the state budget fails to pass, then the Knesset is dissolved automatically. Plane on it's way to Gatwick has crashed in India with at least 242 people on board. Seems like it's crashed on a Town or City. Edit: sounds like it's actually crashed at the airport as it was taking off.
