I expect there is next to no chance of a player direct from Chile getting a work permit. Hence the loan or maybe it facilitates the striker from the Turkish club (the one they apparently won’t sell to us due to wanting to build around him) moving to us? Cruz?

It seems pointless anyway but I guess it’s simply to stop someone signing a player “mid tournament”. But surely this could be got around by just having squad registration? Which I thought tournaments did anyway. CWC on FM did and it was annoying ! if the mid tournament thing is an issue then that “logic” makes no sense given the summer window closes after several games have been played and the January one has games played during I now vaguely remember talk about how the transfer windows would kill the championship / football manager games
I half remember it being sort of the opposite. Something like the summer window can only be a certain number of days and if it's one continuous block then the window would open after registration for the CWC closed. So they decided to open the window a few days earlier and then close it for a few days which allows clubs to do what Madrid did with TAA and sign players for the tournament.
