It really really isn’t. It’s a chance for smaller clubs across Europe to play in a multi-nation competition. I’ve seen some cracking matches in the ECL in recent years.

It was set up to give smaller countries a chance to win . I don't ever seeing Belgium Norway Scotland Austria etc ever winning it
No it wasn’t. It set up for those countries to compete and get further in European competition. It has succeeded in that aim.
Having already ruined the larger countries football leagues they are now doing the same to the smaller ones. UAFA are giving a few teams in each league a load more money which gives them a competitive edge every season.
It was setup to accommodate 30+ countries without Champions League or Europa league, after CL is dominated by top 5 leagues 4+1 teams, and even 6 for England for example. UEFA president needs to get vote from all countries, so he needed a bait for others too. 31 countries are not represented in CL or EL last year, and 11 of these able to get in to ECL. FYI there are 55 countries in UEFA. So 35 of them is covered.
