Ok so I’ve read up elsewhere, so to clarify points earlier I was unsure about the Mayoral Combined Authority will have a budget of around £60m a year for four years (Hopefully the Mayor will be able to significantly increase that by getting further funding from Govt) The Exec Board is the body that makes the decisions. On the board is the Mayor, two from Hull Council (I assume Mike Ross & Jackie Dad) and 2 from ER (I assume Anne Handley & David Tucker) and 2 non voting advisors (Chairs of the Business Board and Skills Board) To approve anything it needs a majority, and needs the Mayor to approve. So whatever he wants to do he’ll have to get 2 of the others voting members on board to agree as well. (Apart from approving the budget and any additional tax levies which needs the Mayor and one from each Council…obviously this is the big one as approving the budget really means approving where the money will be spent) The Mayor will be responsible for this whole new organisation (not anything the Councils do or spend money on) and there’s already an interim Chief Executive employed so he’ll first need to hire a permanent one, and either hire or buy in services like a Finance Director etc (unless they’ve already been hired) He’ll almost certainly employ a political advisor, presumably from Reform, because that’s already laid out in the constitution. There are some things the budget is already committed to anyway like money for expansion of Siemens blade factory and a solar panel farm. These do clash with Reform national policy, but I assume all that could be agreed is to give the money back rather than spend it on them, which seems unlikely but we’ll see I guess. The constitution is reviewed annually but also would need a majority including the Mayor to change it. Oh and he won’t be wearing a big gold chain and a pirate hat!
