It'll be a real shame for Forest. Chelsea deserve it with their crooked book keeping and Leicester have been dodgy for years. As for Everton, they're used to it by now so won't even phase them.
That'd be the same Forest that have already been done for it once and had a pts deduction. Can't feel sorry for them, they've pretty much done the same as Chelsea, bought a whole new team, broke spending rules to do it but gambled a pts deduction wouldn't be enough to relegate. Fact is they've cheated just as much as anyone to get where they are but because they've done it with smaller transfer fees and because they're the plucky underdog fighting for top4 people want to forgive them. Not imo.
In the end you've two completely different types of offenses being lumped together here. Everton is purely financial mismanagement on a grand scale over years (anchelotti and James) so ignore that. We have two "promoted" clubs. Forest have basically inlgnored the rules and spent money over thier limit and then not sold a player they could have to balance it. Leicester are a bounce back club who have got relegated trying to follow the rules (apparently) then are getting attacked for it despite selling players. Then you've chelsea a club so determined to break the rules in every way possible and scam round it trhoigh amortisation and then fake fee levels for academy players etc. I actually feel for the small clubs a bit in that if they have an owner capable thete should be some.means for them to inject equity on promotion to stay up. (Not like derby who nearly.went bankrupt gambling) I think Chelsea need the book thrown at them and a minimum 2 year transfer ban. What they've done is extreme and wilful and worse it will eventually pay off despite costing about 5x what it needed to if they just went and got the right people.selecting the right players. It'd pay off this season if they had bought good defender.
Tbf Leicester broke prem rules and got relegated and broke efl rules and got promoted and fell through the loophole that neither league could punish them as they argued they weren’t in either of the leagues at the time of the offence.
Leicester's wage bill was around 100% of revenues before relegation, their spending wasn't sustainable.

Brentford just can’t defend this year at all. Arsenal were always going to win this one unless they had an absolute shocker.
