I think Labour boxed themselves in with their no tax rises on workers pledge, because it meant they had to raise tax elsewhere and raising NI and costs for employers will affect workers in the long run, like you say via redundancies and slower wage growth. You could argue that isn't a Govt choice and is down to private businesses trying to protect their profits, but it's come about as a result of Govt policy. I know why Labour did it though, as they still have a hangover from that 'Labour tax bombshell' election campaign. And I think they knew that the Tories would use the same scare tactics on the electorate again. Maybe Labour should have put a bigger tax on Shareholder dividends and left Employer NI alone
