If you ignore the strikers and look at the 2 attacking midfielder/wingers, factor in Clarke's age compared to them and the fact that he's had a failed move to the Premier League before, I think a few lower than Hutchinson but higher than Rowe feels right. £17.5m rising to £22.5m would be a realistic price.
