For anyone in the US, the televised games have moved from ESPN plus to Paramount at a cost of $11.99 per month To get full coverage of all games between Tigers Plus and Paramount I reckon I am looking at £240 per year or around £5 per game. I am good with that.
The games he is referring to are the games not shown on Tigers+. In order to watch all 46 games you need both subscriptions. Basically what he says in his second paragraph.
But surely if you use a VPN to a country where the game is not shown then you will get all games. Just the same as last year with the $140 subscription?
Because the Sky broadcast deal is expanding, there will be a lot more games this season that Tigers+ will be unable to show, as they can only show games not selected for international broadcast. A quick look at this coming weekend looks like it's going to be the game selected for the main channel plus one other game from the Sky+ games, so won't always automatically mean any game on Sky is broadcast internationally, but will probably still mean an increase in City games on Sky. I don't have the stats but I'd guess we had ~10 games last season on Sky and International coverage? (One 3pm KO gets international coverage even if not on Sky) and I'd guess that might be more like 15-18 games this season.

You're right, I could set up a VPN, but there's probably going to be enough other games on Bein to be worth just getting that subscription (League Cup, play offs, etc.), and the price isn't particularly different to that of a good VPN.
I know there's lots of different ways to access Sky Sports + but if you want to watch it on TV you have to go to Apps
