Clubs will just play weaken teams as they do now if there is fixture congestion.

This was a cup introduced to give lower clubs the chance of trip to Wembley, Prem clubs probably should not even enter it let alone be seeded

Everything is modified/ruined to benefit the top 6/8 top teams in the Prem

Even the Paint Pot Trophy which was for 3rd and 4th tier teams to give them a day out at Wembley is contaminated by Prem under 21 sides

 

They done much the same in Scotland with the League Cup - eight groups with a team from each division, just 7 premiership teams though - the other 5, Celtic Rangers Hearts Kilmarnock and St Mirren get a bye until the last 16.

They've also mucked around with the Challenge Cup - which included teams from Wales and Northern Ireland. All the non-Scottish sides have been booted out (except English club Berwick) and replaced by 5 Highland League clubs and 6 Lowland League clubs. The HL clubs are the top 5 from last season but the LL clubs are pretty random - most of them from the lower reaches of last season's table for some odd reason. They've also added the Colts sides from each Premiership club, which has really upset a lot of fans.
