I wasnt aware of that. Its used mainly by white africans/aussies/kiwis aimed at black people in my experience.
Taking the word that is used to discriminate, enslave and degrade and "normalising" the word within their own culture. Similar to a gay man referring to another gay man as a queer. Unacceptable to be used in terms of discrimination. Allowable within that culture as a means of normalising the word The word "negrito" (which is what I think you mean) is a Spanish word to describe a black person and is (or should be) seen in the same way as a white person referring to a black person as "negro" - unacceptable but unfortunately still widely used

Homosexual is still used in the Netherlands to describe those people, both in everyday language and in MSM yet they have Gay pride parades once a year organised by themselves at the governments behest. They also have a tradition when ST Nicholas helpers are called Schwärt Piet where people paint themselves black dress up and go handing treats to kids
I'm not entirely sure, not being South American, but I have read various articles which suggest that the use of that term is much more complicated than that in Latin American society.

Can honestly say that in the last 41 years i've never heard an Aussie or a Kiwi refer to a black person as Kaffa. It's an Afrikaan term

I worked on scaffolding with a lad from Africa who came over to play rugby. He'd never heard of the word. But he said if anyone called him kaffa he'd rip their fooking head off.
