As the covid thread is not the place for BBC things, I will try this here. Apparently the BBC are like the post office and do their own prosecutions. Nowt to do with the police and CPS. These days if a shop keeper called the police regarding the theft of 160 quid it would be most unlikely they would even bother to turn up, if a thief was to end up in court for stealing 160 quids worth of stuff it would be a long way from the first offense. The last numbers I saw which was from a few years ago showed 40 odd thousand had been prosecuted and of those only two were in the 800 to 1000 pound fine range.
I was once stopped at lights in Moscow when a blacked out jeep with siren and lights flashing came up behind me and gently pushed my car out of the way by a few feet so it could get past on red. Just mentioned it to the transport guy at work and he checked if there was anything to fix. Didn't bat an eyelid. I was wary after that.
