I don’t think that’s a given based on how the season’s gone so far for other academy players, mate. MLS and the other leagues HBIC listed aren’t amazing but if there’s a possibility Scarlett (and/ or Veliz) can get a run of starts in any of them, I think it’s worth letting him go, it’s far better than a 2 or 3 minute cameo here and there with us.
Apparently Spurs will let Dier and Lloris leave for free in January? Hojbjerg also surplus to requirements but the club want a fee. If they can get those 3 gone and 3-4 in (preferably 1-2 asap) then that would be a good window.
The possible issue with Dier leaving in January one way or another is he's been linked with Sporting, and him potentially joining Sporting surely sees Goncalo Inacio join either Saltypool or the Bottlers given they're both strongly linked with him

That is the awkward thing: several players have got opportunities to erase the last memory being a ****show, for example Sanchez coming on against Brentford (and Dier;s sub appearance against Chelsea would have, but starting him against Wolves undid that) but Hugo's going to forever be stuck with that as his swanson

He can essentially play but I doubt he will. Didn’t even make the squad when Ange selected two keepers on the bench so presumably he’s fourth choice at the moment. Hopefully there’s some good media things though, along with the announcement of a testimonial at some stage, he’s earned it.
