We all will, and not just financially. All that expense for what is mainly unproven technology to resolve something that 1,000's of experts in the appropriate fields still question the validity of.
It raises the question of why those countries are so far behind. If the answer is colonialism, then they need to look at how much those areas improved as a consequence, and why they were so far behind before it.
