If in January Man City buy Messi and Ronaldo for £75k apiece, and sell other players for a total of £150k, their net spend on the deal is £0. Meanwhile another struggling club in the lower leagues gets two players on free transfers and off loads others on frees as well. Net spend on the deal is likewise £0. Both have balanced the books, but that's the only similarity. The recent history of Man City and Chelski tells you that what has mattered in recent years is not balancing the books but having an almost unlimited pot of money into which to delve when a top class player becomes available. Arsenal, IMO, have done a brilliant job in maintaining their top four status without the articifial benefit of absurdly rich owners (though David Dein was in favour of going down that route with Usimov's billions).
